Can this be used on a dog with Epilepsy?

Each pet is different. Please consult your vet. I had a senior poodle with epilepsy and diabetes? I was able to use this with her and it did not contribute to addutional seizures. NOTE that all are different so only your vet can guide you.

How often should i give this to my dog?

It will kill all the adult fleas on your dog within a day, but won't provide lasting protection against fleas.
