My mini dachshund's chest is 20in and neck is 13in. This would put her in a large, that just doesn't seem right she's a small dog.

Is this harness adjustable?

Can a very small puppy wear using the cat sizing? She is 8 inch neck and 10.5 body

How do I measure?

Always measure your pet's chest and neck and refer to the sizing chart for the best fit. Measure around the chest, right behind the front legs. Then measure around the base of the neck.
